Anchorage Digital and the Republic of Marshall Islands Are Redefining Sovereign Finance Onchain

In a landmark development for sovereign finance, a U.S. dollar-denominated bond has been natively issued on a public blockchain. The Republic of the Marshall Islands recently launched USDM1, a digitally native sovereign bond that represents a fundamental modernization of how governments issue debt, manage treasury operations, and deliver access to financial assets.

This historic milestone solves an immense challenge for a nation of over 1,200 islands spanning 750,000 square miles of the Pacific Ocean. For the Republic of the Marshall Islands, a former U.S. territory operating exclusively on the U.S. dollar standard, the logistics of distributing cash across vast oceanic distances to remote communities has long been both costly and inefficient. Now, this is changing: USDM1 provides an option for near-instant disbursements to citizens directly to their digital wallets.

The use cases for USDM1 are many. In addition to benefiting citizens of the Marshall Islands and increasing government efficiency, USDM1 can also serve a role in institutional portfolios as a treasury instrument.

USDM1: A digitally native sovereign bond

USDM1 is a U.S. dollar-denominated sovereign bond issued natively on blockchain infrastructure. Fully collateralized 1:1 by high quality short-term U.S. treasury instruments, USDM1 combines the structure and framework of traditional government securities with 24/7 blockchain-based settlement efficiency.

Importantly, USDM1 is an asset issued natively onchain. The token itself is the bond. Minting and redeeming USDM1 corresponds directly to issuance and redemption of sovereign bonds, with each unit representing secured sovereign debt.

USDM1 is issued under New York law using the Brady bond structure, with Cleary Gottlieb serving as issuer’s counsel.

An instrument for institutional portfolios

For institutions exploring tokenized treasury exposure, USDM1 offers access to a U.S. dollar-denominated asset with the operational advantages of blockchain settlement.

The combination of fully backed collateralization, established legal frameworks, and onchain efficiency creates an instrument that may fit well into institutional portfolios. In particular, USDM1 can serve as collateral for margin financing.

Depending on the jurisdiction and accounting framework, USDM1 may be considered a financial instrument, debt security, or unrestricted cash equivalent on balance sheets, subject to holder-specific accounting analysis and auditor determination.
